Public access web browsers

 'Scuse me if this has been discussed before--I've just started reading
 the list again after a long absence.
 
 Several months ago, our Information Technology Division installed a 
 bank of public access workstations in the library, as well as in 
 several other areas across campus.  These were primarily for student
 use in checking email, class assignments and so on, but each machine
 also included a copy of Netscape.  With the browser available  to the
 public right in the library, our reference staff began making much 
 greater use of Web resources in answering reference queries, and this
 has been greatly appreciated.  This past weekend, however, ITD removed
 Netscape from the machines because of security concerns.
 
 I appreciate their position--I know of at least one instance where one
 of our machines was used to send anonymous email, and I can see the 
 potential for big problems. I'm sure, however, that there must be
 some workaround for this.  Has anybody come up with a good software
 solution or hack that provides public access to the Web without 
 significant security risk?
