Time spent managing website links

Greetings!
	The Whatcom County Library System is embarking on the 
establishment of a web presence.  I am on the oversight committee, and we 
are wondering
	1) Are there guidelines/standards yet for the maintenance of the 
links collected for a website?
	2) On average how much time must be spent to keep the pages 
current?
	3) I have heard that some if not all of this can be automated -- 
how effective is automating this maintenance?
