Windows 95 resource editor?

Greetings from Houston, Texas.
First the background, then the question:
I have a copy of Carole Leita's and Mark Wieder's excellent instructions on
modifying Netscape for use as a kiosk browser. They suggest Borland's
Resource Workshop as a resource editor for this purpose.
At Houston Public Library, our new OPAC/WWW workstations for the public are
running Windows 95. We would like to modify the 32-bit Netscape for Win 95
for use on these workstations, but we have been told by Borland that their
Resource Workshop won't work on Win 95 applications (though the support guy
didn't seem very knowledgable).
Do any readers of this list know of a resource editor that will work on
Windows 95 applications and that allow us to achieve the same end as the
InfoPeople in Berkeley did, namely a Netscape kiosk mode that isn't really a
'gulag-mode'?
