Graphics package for html

I think most professionals use Adobe Photoshop and Adobe Illustrator for
this kind of job. We paid a graphic designer to make some design elements
for our pages (http://www.bibsent.no/). That might not be more expensive
than purchasing commercial software. 

If your users want a professional design job I think they should consider
getting a professional to do it! I bet the designers can't do your job!
