Public access lynx servers?

Sorry, I know this has been asked a million times...

For low-tech, GUI-disadvantaged, Web-challenged users*:
  Where is a Lynx public access server that they can use from telnet?
  Something that doesn't disable the "G" command key, so they can use it 
to go to any desired URL, search engine, homepage, etc....

P.S.  I don't mean to putdown, most "would if they could."  They 
generally have money limits or LAN or mainframe/mini limits that bind 
them to a character-based interface.
