I use Paint Shop Pro - available at  http://www.jasc.com/psp.html. 

Here's a review from one on my favorite Windows Clients sites - The

COMMENTS.... This latest version just released is an impressive image 
handling package, well executed and probably the best Shareware of its 
kind available, a match for any commercial package. It handles a huge 
range of formats and has a wide variety of effects. This has some nice 
features including floating toolbars and a good interface. For overall 
image manipulation it's hard to beat. 

If you want to see some results of screen captures using Paint Shop Pro, 
check out the tutorials on managing Netsacape's bookmarks - versions for 
1.2 and the Windows 3.11 and Win95 versions of Netscape 2.0 at 
http://library.berkeley.edu:8000/bkmk/ 

I made all the graphics - except the very last one ;) using Paint Shop 
Pro. One of the best shareware purchases I've ever made.
