Using commercial web sites in a library

My question is related to Ronnie Morgan's question about patron access to 
sites requiring a user name and password.

Is any public or academic library allowing their patrons access to 
commercial web sites, and if so, how does the library handle the password 
as well as the fees? I represent a business college 
library and several important business sources are strictly commercial.
