Here at NCSU we use a combination of freeWAIS-sf and SFGate:

First we input all of our data into our simple database program. The program
creates HTML files *as well as a document easily indexed by WAIS*. We then
index our data with the freeWAIS program using the -t first_line option and
make it available through SFGate. You can try it at:
