Why disable access to software features?

Well, by being able to disable certain features/functions you could
disallow downloading, changing preferences, mailing from the terminal
and other things that are not what a kiosk station is for. All of these
things should be allowed at a different sort of station. A kiosk is for
directed navigation.......
