You might want to look at St. Joseph County Public Library's list of public
libraries with Internet service at:

http://sjcpl.lib.in.us/homepage/PublicLibraries/PublicLibraryServers.html

This list does not imply excellence but is one of the most comprehensive
around.  Also comprehensive and frequently updated is Thom (sp?) Dowling's
LibWeb at:

http://www.lib.washington.edu/~tdowling/libweb.html

Let me know if you find any such list that *rates* library pages.
