I don't know if this applies in a DRA environment, but Lynx 2.4
allows a great deal of control for captive environments. It is
fairly easy to compile a version of lynx that can only access
particular services, and can be set to default to a home page
that does not have links leading to general sites. Printing, email
etc. can be controlled. There are a lot of sites that provide
accounts where versions of lynx compiled with certain restrictions
are the login shell, providing access to controlled web pages
etc.

We have used this (not in a dra/vms environment, though I don't think
that would make a difference) to provide help screens etc. that can
be called from library catalog menus etc.

If you are working in a vt100 environment, lynx is a great tool, and
can be run on many platforms including linux and other inexpensive
systems.
