[Web4lib] Multiple Languages for IE7

Thomas,

I just went through this exercise on our public computers running IE 7 
on Windows XP:

Since I'm supporting a lot less than 500 computers, I did this manually. 
I think what you want to explore is the Multilingual User Interface 
feature from MS:
