Disclaimer: Windows is just an "occupational hazard" for me :-) so I  
have never done what I am about to recommend.

How about installing the WAMP server?

Windows, Apache, MySQL, PHP

http://www.en.wampserver.com/

Installing Drupal should be fairly straightforward from there.
