[WEB4LIB] RE: Win2000 download restrictions

I'm not sure if it's been mentioned, but there is a setting in Internet
Explorer under the "security" tab which allows you to disable downloads.
It's been tempting here in our library, but this disables everything,
including pdf's, real audio, etc.
