No, although one of the first uses of Java was for animation.  The 1989 GIF
specification (GIF89a) permits multiple images to be included in one file. 
There just wasn't much point to doing that until its attention drawing
potential became obvious on the web.  BTW,
comp.infosystems.www.authoring.html has a running thread on the worst
commercial web site; Iomega is the leading candidate, largely because of
their stupefying use of animated GIFs.
