Seek recommendations of online collaboration tools

Hi WEB4LIBers,

I am looking for a web tool, preferably free, to use to build an online question bank for library instruction. The tool should have these capabilities:

  *   allow participation from many people
  *   provide tags for each each question
  *   allow browsing of content
  *   allow searching and sorting of content by tags
  *   allow downloading
  *   provide word cloud (preferred)

Any suggestions will be appreciated. Thank you.
