Cloud-based Directory or Database

This would be very easy to do in Drupal, as Cary mentioned. Add profile
fields for everything you need. Build a view to allow searching and
display. On the scale of Drupal complexity, it's near the bottom, right
above "blog". There are a variety of modules to import CSV files.
