EZProxy Scenario

Why should one have to worry about EZProxy being "overwhelmed?"  Just
exclude the internal IP's in EZProxy's config and it will not bother with
the authentication.  For that matter, if you are using an SSO, such as SAML
or Shibboleth, your tech should be able to configure EZProxy to use your
campus' Intranet with the added benefit of SSO with other campus services.
 That would certainly relieve your IdP or router some of the burden your
tech is proposing.
