Depending on what “policy issues” the backers like AT&T and Verizon decide to tackle, it might become a threat to Net Neutrality.  Verizon has already filed suit against the FCC to become an “editor of the Internet” as they want to be treated just like a newspaper.   We shall see what the courts decide what to do with that.
