Without knowing the Kiosks you are referencing I would suspect that once OCR'd the output could be supplied as text to speech using the mp3 format. Useful for the blind, partially sighted, or dyslexic.

It's possible that the reference was to the mp4 file format which can be used for video as well as audio.
