It could (conceivably) run on port 80.  Not exactly straightforward to set up/use, but it works.  You would need some sort of VPS or something to run it on, though.

Alternately, depending on your needs (without knowing what you're querying, it's hard to give a definitive answer), you could create a simple PHP script using PHP/YAZ (http://php.net/manual/en/book.yaz.php) on cheap, shared web hosting that does the queries for you and returns the results as XML (or binary MARC, if you so desire).
