PDF usability and best practices?

Preservation and access are two different goals, and the goals need to be
addressed separately.  However, the access copy is what ends up being
preserved, because that's the copy people notice.  If you have two separate
sets of files, but only one gets interacted with regularly, then that one
(the access copy) is the one that will get attention and not be
overlooked.  It will get backed up.  It will get restored, if there's a
problem.  It will get attention.  Perfect masters, which no one uses, are
far more likely to be forgotten and discarded or left to decay.
