Question: Virtual Libraries

Right; but actually more than that. No physical place, hence the "e-vocabulary" term "virtual". Really, I think its just a metaphor to define and expand the concept of libraries' websites. Full-text article databases and e-books available via download make the website into something very much akin to a branch because it has its own collection. Some libraries have separate staff members to manage the website. The work at the virtual branch. The website is the "building" with pages/database interfaces being "rooms" or "departments" and so on.

So there's no "place" component at all? Just a collection?
