I love wikis for lots of uses, but I've ended up making the following recommendation a couple times for smaller/internal projects, and it's been well received:

Start with a shared Google Docs account and use the word processor and spreadsheet apps to create and collaborate on docs. The main Google Docs page works well as a TOC, and you can tag pages with multiple key-words.  If/when you get to having 10 pages, then think about making the move to a wiki.

What a couple of my buddies discovered is that their initial requirements in terms of pages/topics ended up being, well... their only requirements. After a year, one of them was doing fine with just two shared docs that they updated quite frequently. Much easier than a wiki if you don't need lots of cross-references and many different pages.
