You might want to take a look at the RLG "Sharing and Aggregating Social
Metadata" research project (in which I was a participant), and the first
report to come out of it (2 more are on the way).

The first report reviews uses of social metadata by libraries, archives,
and museums and includes some sites that offer tagging/commenting in the
catalog.
