[Web4lib] IE 9 and Firefox 4

We had seen the same sort of thing back with IE8.  I forget which
textbook publishers this affected but what happened is that they took
advantage of certain IE7 features that ended up breaking in IE8 when
Microsoft began making its browser more standards compliant.  OTOH,
these same publishers had trouble with FF and Safari.
