[Web4lib] Skillset for new librarians

Smart and well prepared organizations bring in the experts needed for the
job and do not force a librarian into every role. It does not mean the
traditional librarian skills are obsolete. It just means a librarian is not
the best person for every position within an organization. Other expertise
needs to be mixed in.
