[Web4lib] Flip Video & Microsoft Movie Maker Compatibility Issue - Advice?

The Flip Ultra's that we own, the format is mp4. Apparently Windows Movie Maker (not Media Player) only works with DV-AVI, MPG and WMV files. From my understanding, I think the older Flips did/do work with Windows Movie Maker.
Right now, my options include...
http://www.adobe.com/products/premiereel/, http://www.corel.com/servlet/Satellite/us/en/Product/1175714228541#tabview=tab0 (thanks Chris Tracy of Davenport Public Library) and http://www.microsoft.com/expression/products/StudioWebPro_Overview.aspx, but I also just discovered http://www.microsoft.com/expression/products/Encoder4_Overview.aspx, which might solve the problem (did not stumble upon this until I hit "send").
Again, I have to choose something that not only will do what we need, but will be palatable to our IT department who are usually skeptical of any software that isn't currently supported by their department. :-)
