Hi David

It's early in the morning here, and IP law is not my strong suite, but my
reading of the FAQ you linked to suggests that a film based on a public
domain piece of fiction is in fact a derivative work, and therefore
copyrightable.

Am I missing something?

Famously, nevertheless, since three of the Walt Disney feature-length
animation films are based on public domain fairy tales (Snow White and the
Seven Dwarfs, 1937; Cinderella, 1950; Sleeping Beauty, 1959), none
constitute a derivative work under copyright law (see
http://chillingeffects.org/derivative/faq.cgi).
