Michigan State University already went this direction:
http://googleapps.msu.edu/
The email service is not part of the agreement.

We had a one-day open house for faculty and staff to showcase their
use of google apps to support their teaching & learning activities.
Among other things: polls, quick quiz, course project website, keeping
track group projects, student presentations.

My concern is that Google will scan emails for content so they can focus their advertising to the users. Couldn't this be a problem for confidential communication? What about privacy and the security of their documents?
