[Web4lib] bandwidth control

We had packet prioritization set up on two of our branches that still run T-1 lines so that our ILS traffic receives top priority and is the first to go through the network.

Does anyone have a recommendation of any devices that control or moderate
bandwidth so that patrons viewing video sites can't use up excessive amounts
of our available bandwidth?
