GIMP is good, but Photoshop Elements may be available in your state for an extremely low price if you have something like California's Foundation for California Community College's contract with Adobe.  

In any case, I have been able to find Photoshop Elements as places such as JourneyEd.com, Academic Superstore, and CreationEngine.com for very low academic prices.  

In addition, retailers such as Fry's Electronics have had sales on Elements for as low as $50.

Adobe Photoshop is an excellent graphics tool and its integration with
Dreamweaver is superb.
However, many libraries may not need all of the bells and whistles that come
with that program.

With a single user license for Photoshop Elements running at $139.99 and the
full version of
Photoshop at $699 the GIMP open source alternative may be just what you need
to facilitate your graphics.
If you have experience with Photoshop, the learning curve should be
relatively low.
