What will you use it most for? Editing from camera? Archiving from tape?
Is there a reason it has to be PC-based? Or, as Junior suggests, can
it be a Mac? (Every Mac comes with very basic video editing tools,
which may lower your costs and setup/troubleshooting time.)
You mentioned VHS - is this VHS in to the computer, or VHS out from
the computer? You will likely need to budget in a Analog-to-Digital
converter for that. (Some Digital Video cameras come equipped with
this functionality, but it would tie up a camera.)
