I second the vote for GIMP. Resizing files there is not a problem.

Seems to me that Gimp <http://www.gimp.org/> will work just fine for that
process. When you save an image,
just specify the file quality. The lower the quality / resolution - the
smaller the file.
They also just released a new animation package.
