I suggest asking on the RFID_LIB list. I know there is a library in Europe that has been looking into UHF.

We are planning to implement RFID based Library Automation in a engineering college (INDIA). I
would like to get inputs from those who have already implemented the
same. We prefer UHF tags and readers since long read range can be
achieved and cheaper than HF tags. Has anyone used UHF based RFID
system in Libraries?
