The agreement appears to give public libraries and institutions of higher education the ability to set up one terminal per library location (or per a certain number of certain student FTEs for some IHEs) to access the free Public Access Service. K-12 libraries seem to be excluded. Per page printing charges will apply, and there will be lots of restrictions on use. Institutions can purchase additional subscriptions, but it's not clear yet whether remote use will be allowed. I didn't find any mention of APIs.
