[Web4lib] ftp at public pcs

More and more web sites have browser capable FTP functionality in them.
This allows them to upload pictures to their personal web site or
whatever it is they are doing.  Thus we do not need to install a FTP
client or allow them access to a command line prompt to allow them to do
this.  

Specifically prohibited in our policy is "Workstations may not be used
for any direct commercial purpose or gambling. "
