[Web4lib] Flash management settings

I have an application on CD that is trying to run a Flash video, and
Flash is saying that it stopped an unsafe operation from running.  It
then refers to the following web page.  I cannot find how to get to a
screen like this.

Has anybody ever seen it and has knowledge to get to it?
