Flash can be used as a programming platform, but from its initial
conception is has been a graphic arts tool focused on creating
animations. More recently it has seen greater use for application
development because of the continued development of the embedded
ActionScript language. Basically, it can be used in either capacity. I
know designers who are not programmers that use it regularly. Which
approach you take to using the software really depends on what you want
to do.

There are certainly many many books on Flash that target the
non-programming audience. One should visit a bookstore and spend some
time in making a book selection that is appropriate for their needs and
skill level.

Does anyone know if someone who is not a programmer can work with Flash?
Are there books/websites that could help that aren't just advertising
for the program?  I have a librarian who is very good with computers and
software, just not a programmer who would like to know if she can use
Flash.

Any assistance is most welcome.
