[Web4lib] Build the Open Shelves Classification

For small libraries, which are likely the ones who fall into the "one seat"
category, the abridged product is more likely to be what they need, and the
top price for that is $87 (for non-OCLC cataloging customers), which again
is about the cost of one book from a library publisher.
