[Web4lib] is FTP with a browser really FTP

FTP and HTTP are separate protocols and work differently. Most modern
web browsers, including IE 7, have an inbuilt FTP client.
That said, IE7 does not have a particularly good FTP client. This is
part of Microsoft's self-fulfilling prophecy that splitting IE and the
Windows OS would spoil everything.
