Nicholas Carr's "Big Switch" discusses this idea in some depth- he compares
the current situation in IT to electric power generation in the early part
of the century. He predicts a similar transformation in understanding
computing power and IT from a service produced and provided within the
enterprise to a utility which can be accessed and used from a grid, when
needed, and paid for at various rates depending on the client. Amazon
already is marketing its' massive processing surplus through its EC2 cloud.
