[Web4lib] Networking legacy CD-based resources

I don't have an answer for the software question, but have one of my
own. Are you sure that you can legally network these?  Many CDs have
licenses that forbid networking of any kind for any reason, even if
limited to single user access.  I know many libraries violated those
contracts back in the days of CD towers (and my late, lamented
CDROMLAN list), but I'd still want to be sure.
