The problem with a good question is that it would be hard to know if you
got a good answer unless you understood the subject. If I were asking
the question, I would want it to have practical value, so it would be
related to the mail system that the Director would be administering. In
other words, I wouldn't ask a question relating to Exchange if we were
using Postfix or vice versa.

A general question, like "what is the difference between POP and IMAP?"
might show some general knowledge if answered correctly, but would not
necessarily qualify that person to do anything much beyond setting up a
mail client.

Getting back to what I started with, your best bet is to get a known
qualified expert -- ideally a trainer -- to conduct the technical part
of the interview for you.
