Thanks so much for the update; I haven't created a web site from scratch
for a while, and I guess it shows.  

Bob Duncan mentioned to me offlist that mouseover isn't a completely
reliable method for detecting missing alt text, so back to looking at
code.

At the moment we have kompozer, an unofficial bugfix release of nvu .
So for people interesting in nvu, I strongly suggest to look at kompozer
