Carolyne,
This should be fairly simple to create. For a good tutorial go to www.easycfm.com. Click on Coldfusion tutorials and search RSS. There are several tutorials that may help you do what you want.

Good Friday afternoon, 

This may be easy or not. 
I have minimal coding experience :) 

I have an access database feeding a website with  content using ColdFusion. (I did not write this but can tweak it) 
I want to offer people RSS feed of new materials added to the access database. 

Is this easy? 
Is this possible? 

I tried to search but was not getting simple enough informaiton, or specific enough information.

In my experience, if you have data that would make sense as an RSS feed,
and access to some sort of server-side scripting, making a feed is not
very difficult.  I use RSS 2.0, described at
<http://www.rssboard.org/rss-specification>.
