[Web4lib] Tools for online document library?

There are lots of document/file management systems out there. Check out
OpenDocMan (http://www.opendocman.com/). It sounds like it meets most of
your requirements.

Another application that might do in its open source, community-supported
edition is Knowledge Tree (http://www.knowledgetree.com). They have
commercial versions as well.
