Position Description: Systems Librarian/Library Technology Officer 





  

Position summary:   Under the Coordinator for Systems and Processing and   the Dean of University Libraries assumes overall responsibility for the management and ongoing development of a growing range of information technology based systems and services for the University libraries.   





  

Responsibilities: 



    • Direct the creation, development, and delivery of new and innovative user-centered library services that integrate information technology and library resources 


    • Evaluate the use of technology to enhance and expand overall systems operations and services throughout the libraries and collaborate with library staff to identify and implement system modifications for improved workflow and seamless access to resources. 


    • Maintain a comprehensive, responsive computing environment for the Delaware State University libraries; 


    • Plan and administer library technology systems to ensure accessibility, functionality, and 


    • reliability of resources 


    • Maintain system-wide fault tolerance and security at all levels. Ensure 24/7 operation 


    • of library systems and connectivity by remote users of library services, including web 


    • and database servers, authentication systems, and the wireless network; maintain 


    • server backup systems and updated disaster recovery plans and procedures 


    • Devise long term strategic plans for the development of information technology 


    • systems and services at the Delaware State University libraries 


    • Develop the library’s annual equipment budget proposals; research, recommend, and 


    • expedite system equipment and software purchases; explore alternative means for securing funding for computing services including technology grants; 


    • Work cooperatively with other campus units in the provision of information technology supported services; represent library technology concerns and serve as the liaison between the libraries and the Division for Information and Technology Systems; 


    • Regularly communicate the work of the department through statistical, management, and annual reports; 


    • Perform other professional responsibilities as assigned. 







  

Competencies: 



Familiarity with library technologies, mastery of core applications, and maintain awareness of the latest developments in information technology-related systems and services particularly as they relate to academic libraries. 



Ability to establish efficient, realistic plans and policies that clearly convey the mission and philosophy of the library and the university; and communicate, evaluate, and measure plans. 



Ability to change strategies/behaviors in response to changing priorities and conditions 



Ability to maintain an atmosphere conducive to job productivity and satisfaction where team goals are aligned to meet library objectives. 



Ability to diagnose and resolve hardware and applications software problems. 



Direct the work of library staff assigned data inputting and equipment maintenance. 





  

Required Qualifications: 



MLS/MLIS from an ALA-accredited graduate program and at least three years of 



experience in information technology management; system administration experience andoverall familiarity with major operating systems, system security, network administration, wireless networking, and web technologies.   Experience with Microsoft System Administration and Internet Information Services (IIS); Experience with TCP/IP and local and wide area networks, application servers, authentication systems, and client server computing; Strong interpersonal, written, oral, and organizational skills and an ability to work collegially and effectively in innovating services and facilitating change. Demonstrated, strong customer service commitment. 



Desired Qualifications: 



Understanding of library operations and experience planning, managing, and overseeing 



complex technology projects; demonstrated ability to develop, maintain, and support 



library systems; and, management and supervisory experience in a technical environment. 



Working knowledge of integrated library systems (DYNIX Horizon), MSSQL, EZ PROXY software, and digital content management systems as well as experience with emerging instructional and digital library technologies. Knowledge of MARC and metadata standards for the representation of library information in electronic format; experience with web site development and standards-based web design using XML/XSLT, CSS, and JavaScript. Familiarity with emerging trends in content licensing, copyright, and data and patron privacy protection. 



Experience providing desktop support and training staff in the use of new technology. 



Education or experience with digitization activities such as digital image, video, or audio 



creation and conversion.
