I'm not sure whether you meant portal software or actual portals (using 
some software or other).

If you mean software, the only one I'm familiar with that is aimed at 
educational institutions is uPortal <http://www.uportal.org>.

There is also MyLibrary <http://dewey.library.nd.edu/mylibrary/>, which 
is aimed at libraries.
