Jonathan,

On semantic markup (with a CSS/HTML emphasis), one of my favorite people
for both whys and wherefores as well as sound _practical_ advice is Owen
Briggs. His site is http://www.thenoodleincident.com/ and his "css
panic guide" (with extensive list of Web and print resources) and
"design rant" are recommended. Also the book he co-wrote on CSS
<http://www.glasshaus.com/BookInfo.asp?bookId=59>.
